论中国林业发展中忽视价值规律的误区

The Error Zones Where the Law of Value Is Neglected in China's Forestry Development

分析了中国林业深陷忽视价值规律误区的三个表现,提出了走出忽视价值规律误区的根本途径是:重视价值规律,明确林业在生态环境建设中的主体地位;做好森林资源监测,实行森林资产入账;确定森林资源权属,转变各种机制,强化林业经济管理;建立和健全林产品市场体系、价格体系,实行林价制度;研究森林生态功能价值核算体系,建立公益林补偿基金制度。

On the basis of analyzing three expressions of the error zone which the Chinese forestry has fallen into by neglecting the law of value,this article gives five foundation approaches:Paying attention to the law of value and determine forestry as the main position in ecologyical fundamental environment construction;Monitoring forestry resources and accounting the forestry property;Ascertaining the proprietary rights of forest resource changing all the operating mechanism and strengthening forestry economic and management;Establishing the forestry products system and price system,implementing the system of cost value of forest;Researching the accounting system of forestry ecological functions and setting up compensating found system of public forest.
