The study of electronic governance with WSR

电子政务是提高政府行政管理和公共服务能力的有效途径,中国政府将电子政务的发展作为实现国家信息化的首要任务。作为一项复杂的系统工程,电子政务的实施需要系统化的研究作为基础。本文用物理-事理-人理(WSR)系统方法对电子政务系统进行了综合研究,并给出了具体的方法和步骤。

The development of electronic governance offers an effective way to improve the administration and providing public services. The Chinese government regards electronic governance as the most important presupposition in national informatizating program. As a complex system engineering, the implementation of electronic governance should be based on a systematic research. In this paper, electronic governance system is studied by WSR system approach.
