On Improving the Party Secretary's Administrative Ability at the College Departmental Level

高校系党总支书记要把中央提出的提高五种能力落到实处,必须把着眼点放在提高把握方向的能力,谋发展促发展的能力,破解难题、应付突发事件能力,做思想工作的能力和抓好基层党组织自身建设的能力上,要围绕学校的中心任务来进行。

The Party secretary at the college departmental level must put into effect the improving of the five administrative abilities required by the CPC. Centering on the main tasks of the school, the Party secretary must improve the abilities to raise the consciousness of political orientation, to seek and promote development, to solve problems and cope with emergencies, to do a good job in moral education, and to build the Party itself at the departmental level.
