改革开放以来中国经济发展在总量上取得了巨大成就,同时也产生了大量发展问题。第一,城乡收入差距逐年递增;第二,地域发展不平衡;第三,城市内部贫富分化。解决经济转轨过程中产生的社会公正问题已成为国家战略性任务,但是依靠市场经济本身的资源配置、优胜劣汰机制无法达到这一目标,加强政府的扶贫力度、社会保障机制以及财税调节等措施至关重要。

The Chinese economy has obtained huge achievements in terms of its total amount as well as arisen a great deal of development problems since the Reform and Opening-up. At first, the income gap between the city and country increases year after year. The second, the regional development remains uneven. And the third, the polarization of the rich and the poor exists within the city. It has become the national strategic mission to resolve the problem of social justice that emerges in the process of economical transformation. Because these problems of social justice can not be resolved only by such a mechanism through configuring the economic resources by the market itself and through the principle of excellent win inferior discard. It is deadly important for the government to strengthen its support for the poor, to adjust its social guarantee mechanism as well as its financial and tax regulating system etc.
