The Strategic Significance of Developing Service Economy on Henan Development

农村劳务经济的发展过程就是农村富余劳动力的转移过程。发展劳务经济,有利于加快工业化、城镇化、农业现代化进程,能够增加农民收入逐渐缩小城乡收入差距,提高农民工的素质,是最终解决“三农”问题的根本,又是实现城乡协调发展的重要途径。要把发展劳务经济、转移农村剩余劳动力作为实现中原崛起的一项重要举措来实施,走出一条既能充分促进农民就业,又能保证农村经济持续快速健康发展的路子。

The development of the rural service economy is the process of transferring rural surplus labor force. It facilitates the process of industrialization, urbanization and agricultural modernization, increases the revenue for farmers, decreases the differences between rural and urban areas gradually and improves the quality of farmers, which is essential to solve the problem of farmers, rural areas and agriculture and which is an important way to realize coordinated development between rural and urban areas. To develop service economy and to transfer surplus labor force in rural areas should be implemented as an important measure to realize the rapid development of Henan Province. The proper method should be explored to promote the full employment of farmers and to guarantee the rapid and sustainable development of the rural economy.
