摘要
经济体制转型促进了城市规划的深刻变革,但“渐进”改革方式却为寻租活动留下大量体制性空间。随着寻租行为向房地产差价、开发区差价等生产要素上的转移,城市规划领域的政府寻租日趋频繁,它很大程度上破坏了城市规划的科学性和严肃性,造成规划决策与管理的失效。本文通过规划领域政府干预的寻租分析,探讨了这种行为产生的原因和方式,并进一步提出相应的防治措施。
Economy transition promotes the re-form of urban planning in China. However, the gradu-ally advanced renovation provided opportunities forrent-seeking. That is why rent-seeking activities ofgovernment increasingly occur in urban planning. Itdoes great harm to the scientificness of urban plan-ning and leads to the invalidation of planning deci-sion-making and administration. By analyzing the rent-seeking by government intervention in urban planning,this paper discusses the origin and types of thisactivities, and then brings forwards some counter-measures.
