中国的政治锦标赛竞争研究

中国政府官员的选拔和晋升机制是政府治理中的核心问题。中国政府官员的选拔和晋升具有政治锦标赛特征。在对现有关于中国政治锦标赛研究文献的述评基础上,扩展了单一强调"经济绩效"的官员晋升模式讨论,总结了"政治忠诚""经济绩效""辖区民意"是中国的政治锦标赛中上级政府考核下级政府官员的主要维度。在强调意识形态的时期,"政治忠诚"在政治锦标赛竞争中起着重要作用,在"发展是硬道理"阶段,"经济绩效"对于官员的升迁起着重要作用,而在基层民主制度引入的地区,"辖区民意"又扮演了重要的角色。现实中的官员晋升考核,三种机制都以不同的权重发挥着作用。不同的官员评价机制会激励出不同的官员行为方式。在提出"科学发展观",特别是"十七大"以后",辖区民意"在中国政府官员的晋升中起着越来越重要的作用。
