本文在分析青岛市推进义务教育均衡发展的现状以及面临的需求基础上,提出了整体构建促进义务教育均衡发展体系的建议:强化政府教育职责,确保教育经费的足量投入;建立新的考试评价体系,深化办学体制改革,逐步消灭"择校"现象;跨越发展与均衡发展相结合,以资源共享破解均衡难题;重视校长轮岗和教师交流制度,实现学校人力资源配置的均衡和优化。
