试论服务型乡镇政府的构建——基于新农村建设的视角

On the construction of service-oriented town government——Based on the view of establishment of new countryside

党的十六届五中全会提出了新农村建设的重大历史任务,乡镇政府的特殊地位决定了其在新农村建设中不可替代的关键作用。由于传统管理范式无法适应新农村建设的需要,为回应乡村居民的服务需求,需要乡镇政府求诸自我能力再造,转换职能。而构建服务型乡镇政府是走出当下困境的必然选择,也是加快新农村建设步伐的现实呼唤。
