为揭示西安高新区经济发展水平在全国高新区中的地位,首先采用聚类分析,对53个国家级高新区经济发展状况进行了层次分析,西安高新区的经济发展水平处于发展良好的第二梯队。再采用因子分析,从高新区企业数量、工业总收入、工业总产值、工业增加值、利净润、上缴税额、出口创汇等七个方面对53个高新区作了进一步分析,并计算出综合得分,西安高新区排名第七,优势明显。最后提出了西安高新区应该从政府职能、企业制度和国际化等方面提高其竞争力的政策建议。
