南京高校教师创办民营企业的发展环境思考

在国家和省的政策鼓励下，近几年高校教师创办民营企业取得了较快的进展，但发展的环境并不宽 松，存在许多观念上的障碍和政策上的歧视。本文在分析南京高校教师创办民营企业发展环境诸多问题基础 上，借鉴北京、上海、广州、杭州等高校的先进经验，提出了积极推动高校教师开展科技创业的五条政策措施。
