对执法为民几个问题的思考

公安机关和公安执法工作要真正做到执法为民,首要的是澄清认识问题。一是如何定位公安机关的角色?二是如何界定警察的权利和义务?三是如何行使警察权力?四是如何看待警务保障?只有澄清这些认识问题,才能使公安工作的每一个方面、每一个环节都真正体现人民的愿望、满足人民的需要、维护人民的利益,真正做到执法为民。

If the public security organs and the law enforcement work of the public security organs are really to enforce the law for the people, they must first of all clarify their ideas on such issues as: how to recognize the role of the public security organs? how to define the rights and duties of the police? how to enforce the police power? and how to deal with the policing guarantee?
