"富民强市"的关键是大力推进技术创新。产学研结合机制是推动技术创新的有效途径。产学研结 合技术创新机制要以企业为主导,原因主要有两个,一是有利于在产学研结合中引入市场机制,实现研发工作 的市场导向;二是企业贴近市场,能够准确地把握市场的技术需求,在产学研结合中正确把握研发方向,把高 校、科研院所和企业的科技资源整合起来,提供有市场前景的产品和服务,提高产学研结合的成功率和效益。 技术创新决定南京未来,应从重视发挥产学研与政府的合力作用,构建利益与风险共担的产学研合作利益机 制,建立以用带研的产学研新机制等方面探索建立新型产学研结合技术创新机制。

Technological innovation is key to the goal of 'rich people and prosperous Nanjing'. A system of production-learning-research is an effective way to promote technological innovation. Local enterprises should play a major role in such a system for two reasons; firstly, market mechanisms may easily be introduced into the system so that the R&D is market-oriented; secondly, the enterprises are close to market, so they can grasp technological opportunities, integrate various technical resources and provide products and services needed by market. To build the system of production-learning-research, the collaboration of government and research institutions must be strengthened and a research - from - use mechanism must be promoted.
