PACS is a long-term and complex systematic project. The implementation of the system needs supports of hardware and software. The function that PACS requires to fulfill and the context of integration between PACS and other systems need written interpretation. The comprehensiveness of the composition of the tender must be indicated clearly and embodied completely. The content of the tender is the important stage of constructing PACS.
