On the Negative Influence of the Long-term Active Financial Policy

亚洲金融危机后 ,为了扩大需求 ,刺激消费 ,1998年我国开始实行积极财政政策。该政策实行几年来 ,有效地阻止了国民经济经济的进一步下滑 ,并在推动经济增长上取得了一定的成效。但随着时间的推移 ,该政策的效力也在不断地减弱 ,特别是该政策作为一项短期政策被长期使用后 ,所带来的负面影响也不容低估。突出表现在 :①扩大了财政赤字缺口 ;②国民经济对国债投资的依赖程度在不断加强 ;③金融风险在逐渐加大 ;④助长了收入差别的扩大 ;⑤行政垄断的程度在不断提高。

The Asian financial crisis in1997had negative impact on China's economy and,in order to enlarge the demand and stimulate the consumption,China began to put the active financial policy into practice in1998.Years of practice of this policy stopped the worsening of the nation's economy and made some achievement in promoting the growth of the economy.But as time goes on,the effect of this policy is getting reduced and its negative effect can in no way be neglected when this short-term policy was carried out as a long-term one.Its negative effects include:1,the deficit being enlarged;2,the increase of the reliance of the nation's economy on the national debt investment;3,the increase of financial risk;4,the increase of the difference of income;5,the increase of administrative monopoly.
