Scanning of the system of Beijing's current scientific and technological(S&T)policies and regulations

科技活动的特征决定了政府应主导科技资源的配置,并对研究开发(R&D)活动给予支持,其主要工具就是政策、法规和计划等,具体可以按政策支持方式、支持对象、支持研发活动阶段和政策的目标指向等加以分类。本文结合 WIO 有关规则和规定,对北京市科技政策法规体系进行了分析,指出:北京市现行政策法规体系与 WTO 规则冲突虽不严重,但在许多方面存在与国际惯例不一致的做法,应加以调整,并给出了调整的方向性建议。

The characteristics of the scientific and technological (S&T) activities determine that government should play leading role in deploying S&T resources and support R&D activity.The main tools government can use are pohey,regulation and plan etc.,and we can classify them from the following respects:the ways of support,targets,R&D stages,goals and orientations.Combined with the relevant rules and provisions of the WTO,this paper analyzes the S&T policies and regulations system of Beijing.We argue:Beijing's current policies and regulations system doesn't seriously conflict with the rules of the WTO.However,there exist inconsistencies with interna- tional routines in many aspects,where several adjustments should be made.
