浅议解决高校科技成果评价的困局

Solutions to predicaments in appraisal of university S&T achievements

高校是国家科技创新体系的重要组成部分,每年均取得不少基础理论和应用研究成果,但在成果评价方面,由于人们认识上的差异,以及受到工作考核、职称评定等政策方面的影响,在实际操作当中与国家科技部发布的《科学技术评价办法》还不相适应。本文就当前高校科技成果评价的困局进行了分析,并提出了引入不同的成果评价方法和如何依托社会化的科技评价机构以作为解决困局的一条好出路的观点。本文还针对如何建立健全高校科技成果评价制度,以保证成果的客观性、公正性和科学性,提出了可供探讨的建设性建议。

Universities,as a vital part of the national scientific and technological (S&T) innovation system,has made great achieve- ments in basic theoretical and applied research every year.The actual appraisal of these achievements,nevertheless,is still not in strict conformity with The Regulations for the Appraisal of Scientific and Technological Achievements promulgated by the Ministry of Science and Technology due to people's discrepancies in understanding as well as the influences of such policies as job position assessment and academic title evaluation.Based upon an analysis of the current predicaments in the appraisal of the scientific and technological achieve- ments in China's universities,the paper puts forward such proposals as the use of various S&T achievements appraisal methods and the reliance on the socialized S&T appraisal agencies as a way out of the present predicaments.Besides,the paper also offers some construc- tive suggestions as to how to establish and improve S&T achievements appraisal mechanism in universities so as to ensure that the apprais- al is objective,fair and scientific.
