The paper reports on a survey study of the project 'Central TV University Model Reform for Cultivating Talented Personnel and Open Education Experimental Zone' in attempt to reveal the effective teaching model for cultivating practical personnel with local economic and social cultural characteristic by means of distance education, the survey was implemented in the undeveloped mountainous area in southern Ningxia and the findings can offer certain helpful advice and reference for the areas with the same characteristic.
