县(市)地质灾害群测群防体系的建立与运行

Establishment and running of the system of pooling all the brains and brawn for monitoring and prevention of geological hazard in counties(cities)

文章根据广西在近年来开展县(市)地质灾害调查与区划项目工作中的情况,论述了地质灾害预报预警系统-地质灾害群测群防体系的建立过程及该体系建立后运行中的基本要求及注意的问题。体系建立的基本步骤包括:筛选地质灾害隐患点,建立组织机构,落实人员与监测责任,对监测人员进行培训,制订临灾避让措施及防灾预案,建立有关制度等。该体系包括组织管理子体系和技术支持子体系,前者由县、乡(镇)、村(含各监测点监测员)3层的组织机构构成,负责监测的具体工作,后者由省地质环境监测总站负责提供技术支持与技术指导。体系建立后,保障该体系正常运行,是发挥其作用的关键,地方各级人民政府要在该体系的建立与运行中安排适当的人力、物力及财力,以保证该体系的正常运转。

Based on the status of geological hazard investigation and zoning in counties(cities)of Guangxi province in recent years,the paper discusses the elementary requirements and problems which should be consid-ered during establishing and running of geological hazard forecast-warning system-the system of pooling all the brains and brawn for monitoring and prevention of geological hazard.Establishment of the system includes the fol-lowing basic steps:selecting potential geological hazard points,establishing the special organization,fulfilling the persons and their responsibilities,training course for the persons,making the emergency plan and constituting the related regulation,etc.The system includs two subsystems,the management and the technical support.The man-agement office takes charge of daily monitoring,which is composed of three different levels:county,township and village(involving the persons to monitor).The technical support office is the main geological and environmental monitoring station of province.After the system has been established,the most important thing is to ensure the sys-tem runs normally,for the reason,the local governments should arrange enough manpower,material resources and financial support for the works.
