This article briefly analyses the legislation and policy on special education, and the system of high education in Spain,as well introduces the history and general situation of theUniversity of Salamanca, emphatically introduces the various policies and measures supporting students with disabilities, the service of library for students with disabilities, and some practices on inclusive education.
