在中国乡镇负债问题的产生有着多方面的深刻根源。权力集中型政治体制是导致乡镇负债的政治根源。经济的不发达是产生乡镇负债的经济因素。农民文化的特性是诱发乡镇负债的文化致因。二元社会结构是导致乡镇负债问题的社会根源。解决乡镇负债问题,必须系统推进,标本兼治,综合治理。
The emergence of the debt of towns of China has many reasons. Power-centralized political system is political origin of the debt. Undeveloped economy is economic origin of the debt. The culture with peasants characteristics is cultural origin of the debt. Dual social structure is social origin of the debt. The solution to the debt of the towns is to make systematical methods and to comprehensively treat the debt problems by looking into both its cause and symptoms.
