新疆城市化已进入快速发展阶段 ,但与内地发达地区相比 ,与人民群众日益增长的物质和文化需求相比 ,仍有较大的差距 ,因此 ,新疆应不失时机地加块城市化进程。新疆城市化的总体目标和任务到 2 0 0 5年 ,城市化水平达到 35 % ,到 2 0 15年力争达到 4 5 %在若为宜。具体发展思路 :以现有中小城市扩张为主 ,建设新城市为辅 ;适度发展大城市 ,合理引导大城市规模扩张 ;有序发展小城镇 ,突出特色 ,提高质量 ;优先加快人口和经济条件较好地州的城市化 。
