摘要
教师教学工作量及教师教学津贴的管理是高校师资管理的一项重要的常规管理工作 ,它和广大教师的切身利益密切相关。本文在实践的基础上提出校系两级管理模型 ,力求体现宏观可调控、稳定抗干扰、透明易操作、公平激励性以及可信息化等特点。模型以学校学生人数和教学计划这两个相对不变的因素为基本参照系 ,以“标准学生人数”作为教学工作量大小的衡量标准 ,以校级层次为投入模型 ,系级层次为确认和分配模型。模型对确定专职教学人员的编制。
In management of university teachers, the management of their teaching workload and subsidies is a regular procedure of great importance, for it has a direct be aring on income. In order to arouse teachers' enthusiasm efficiently, this admin istrative procedure has to bring every positive factor into play. Based on pract ice, the author has proposed a two-level administrative model, steady, open and fair, which aims to macro-control the management of teaching workload and subsid ies. In this model, the total enrollment of students and the teaching workload r egulated by the teaching syllabus are treated as two basic coefficients, and the number of students in a regular teaching class is used as a criterion to calcul ate the teacher's workload. As to teaching subsidies, the university investment is treaded as the first level, and the second level is the department, which is responsible for confirmation of teaching workload besides distribution of subsid ies. In addition, this model is helpful for the university authorities to contro l the size and engagement of teachers.
