试论市场经济条件下的现代行政管理和服务意识

Service Idea for Market Economy

在引进现代先进的行政管理模式和管理手段时 ,只注重物质设备、管理形式和管理手段的现代化 ,而忽视管理者思想观念和素质的现代化 ,不仅严重影响市场经济的运行和发展 ,而且会葬送党和人民的伟大事业 !因此 ,在中国行政管理现代化过程中 ,最关键、最核心的问题是必须更新管理者的观念 ,重新定位 ,转变角色 ,树立现代管理和服务意识 ,极大地提高管理者的综合素质 ,从领导上和组织上保证党的事业的健康发展 ,保证市场经济顺利运行。本文针对我国传统行政管理存在的弊端和干部队伍存在的现实问题 ,根据市场经济运行机制和市场法则 ,从角色、产品、服务三个方面 ,对市场经济条件下的现代行政管理和服务意识作一初步探讨。

It will greatly affect the operation and development of market economy or destroy the cause of the Party and the people as well to introduce modern advanced administrative patterns and means with emphasis on material facilities,administrative forms and means but in disregard of the modernization of administrators' idea and quality. Hence,in the modernization process of Chinese administration,it is crucial to renew administrators' conception,orientate again,transform roles,and form a modern administration and service conception,and it will safeguard the cause of the Party and guarantee the smooth operation of market economy to improve administrators' overall qualities . This article discusses the traditional and practical problems in our administrative affairs and our cadres. It also explores modern administration and service conception in the following three aspects: role,product and service according to the operation mechanism of market economy and market principles.
