摘要
论述了城市规划的本质以及城市规划在维护市场平衡、引导城市有序发展中的作用,分析了目前城市规划编制过程中存在的虚浮夸大、政府意志、公共利益没有保障、编制机构企业化、缺乏公共参与等问题及其危害,提出城市规划编制体制改革的设想。
This paper discussed the nature of city planning and its effect on maintaining market development orderly. By analyzing someproblems in the drawing up process of city planning,such as exaggerative polarity、governmental will、absence of public interest and lack of public participating, the paper raised some ideas about the reform of making up system of city planning.
