论业主开发与土地治理关系

An analysis of relation between owner exploitation and soil improvement

本文讨论了农业综合开发土地治理建设与在项目区推行业之承包经营机制之间的关系,认为土地治理建设改变了项目区坡薄地坡陡土地薄、水土流失严重,冬水下湿田冷、烂、毒、串等严重制约着农业高产稳产的不利因素,建立健全了坡面水系和排灌渠系,业主开发则较好地解决了土地治理过程中存在的农民一家一户经营,不利于产业结构调整、项目规模效益的发挥等诸多矛盾,二者联合开发,相得益彰,互相促进,共同发展。
