我国经济发展已经进入全面推进新型工业化的发展关键时期,新型工业化不同于传统工业化的一个显著特点就是要以高新技术为先导实现跨越式发展模式,而要做到这一点,首先要求实施"科教兴国"战略,要求教育、特别是高等教育率先实现跨越式发展。文章从建设一支高水平的师资队伍为切入点,论述了高校要实现跨越式发展,必须建设一支数量适当、结构合理、品德高尚、业务精良的教师队伍;要全面推广素质教育,采用多种形式积极提高学生的综合素质;要广泛动员各方资源,增加科研投入,大力开展科学研究、推进科学技术发展。要提高社会服务的层次、依靠智力服务于社会,促进经济效益与社会效益的有机统一。
