清末新政时期,清政府实施了一系列的改革,机构改革方面,在中央设立了商部来专门管理工商业经济事务。商部的创设是中国传统政治管理体制向近代迈进的一步,它的创设对启动中国近代工业化起到了实质性的作用。但由于制度安排的缺陷和局限性,也深深的影响了商部社会绩效的发挥。

From the New Deal in the late Qing Dynasty in China,the Qing government implemented a series of reforms,among which the Chamber of Commerce was set up to be responsible for managing industry and commerce.The creation of the Chamber of Commerce makes Chinese traditional political management system stride forward and it plays a material role in modern industrialization.Limited by shortcomings and localization resulting from its institutional arrangement,the performance cannot be fully brought into play
