湖南省湿地生态效益补偿机制初探

A Preliminary Exploration on Establishing Compensation Mechanism of Wetland Ecological Benefit in Hunan Province

湖南省是我国湿地资源非常丰富的省份,但却面临着湿地资源退化和丧失的威胁、湿地资源利用和保护的矛盾尖锐以及湿地资源保护投入不足等一系列的问题。文中对建立湖南省湿地生态效益补偿机制的必要性和可行性进行了探讨,并对建立湖南省湿地生态效益补偿机制的补偿原则、补偿主体和客体、补偿标准、补偿资金的来源、补偿形式进行了制度设计,对建立湖南省湿地生态效益补偿机制的政策措施提出了建议。
