进入新世纪以来,我国将社会信用体系建设放在十分重要的地位,并取得了瞩目的成绩。湖南社会信用体系建设更形成了得到国务院肯定的"湖南模式"。在进一步推进社会信用建设的过程中,构建社会信用体系的制度框架至为关键,而在制度框架的设计中,外在制度和外部制度应优先于内在制度和内部制度。
