经济、能源与环境的协调发展,是实现新农村建设的目标,也是实现农村现代化的重要前提。龙海市生物质能源丰富,但消耗大利用率低,浪费严重。规模养殖业在迅速发展的同时,大量的畜禽粪便得不到及时有效的处理,既浪费了生物质资源,又严重污染了农村环境和水体;落后的用能方式也造成环境的污染和能源的浪费;开发和利用可再生能源是解决农村能源问题的关键,也是从根本上改善农村生活环境的有效对策。农村可再生能源的开发和利用,既有利于充分利用农村资源,优化农村产业结构,促进农村经济的发展,又可以保护农村生态环境,增加农村能源供应,改善农村基础设施,整治村容村貌,提高农民生活质量。
