道德是生存中的"我→你"关系和"我→社会"关系的缔结,前者生成道德自律,后者展开为道德他律。从道德他律角度看,制度统摄下的政府权力性质与要求,是形成、影响、改变我的道德作为与不作为的根本力量,因而,打造我的道德作为生成的社会平台,其重心是创新制度、约束权力,重塑政府典范形象;其根本任务是重建以人道、平等、公正为价值原则,以"为己利他"和"为他利己"为践行方向的官员道德;其基本方式是重塑传媒文化的道德精神,使其担当起时代发展的社会道德导向功能。
