摘要
高等教育国际化的实践活动受国家的改革开放理念和财政投入的影响较大,但更依赖于高等学校自身的观念更新、教育资源优化配置和因校制宜地开展国际合作与交流等。对"学术自由和高校自治"的理解和坚持、科研经费使用的道德底线、合作办学机构和项目的质量保障、文化的传统性和民族性及其与世界文化的融合等,是影响高等教育国际化进程的重要因素。
