摘要
以新课程改革为突破口的素质教育深层次存在的问题一直未能很好解决,必须用经济学成本效益的观念对基础教育改革存在的问题进行反思。应吸取和借鉴国外基础教育改革的经验教训,尽可能地减少改革的社会成本,提高改革的社会效益。让不同区域、不同阶层的群体,特别是弱势群体能合理分享教改的成果,是构建社会主义和谐基础教育,实现社会公平的重要政策和策略。
