社会主叉新农村建设包括政治、经济、社会建设等多方面的内容,其基础和前提是在尊重农民生产积极性和自主性的基础上构建良性乡村治理结构。分析当前农村治理结构存在的问题,提出在尊重农民生产积极性和自主性的基础上,以党的十七大报告为指导,构建良好的乡村治理结构的政策建议。

The construction of the socialist new countryside consists of multi-aspects such as the politi- cal construction,the economic construction and the social construction.The foundation and premise is to build a benign village governance structure based on the respect for farmers production initiatives.This article analyzes the problems existing in the governing and puts forward some suggestions on policies building rational village governing structure.
