目前贯彻双向转诊阻力重重,甚至出现"双向转诊零病例"的现象,主要与政策导向力度不够、医疗机构间的利益冲突、社区全科医生业务水平不足和社区医疗机构职能不完善、双向转诊机制不够健全、缺乏有效的公共信息平台等因素有关。解决办法有:积极政策引导,加强监督管理;提高社区卫生服务水平,确立全科医生首诊制;建立健全转诊制度,制定规范转诊流程;发展公共信息平台,促进资源共享及医疗协作。

The implementing of dual referral system now has met great difficulty,even there appears a phenomenon of 'zero case of dual referral'.The main contributing factors are hypo-powerful guidance of policy,profit conflict between medical institutions,insufficient professional skill of community doctors,incomplete functions of community medical institutions,defective dual referral system and lack of efficacious public information platform.The resolving methods are active political guidance,enhancement of monitoring management;increase of the level of community health service,establishment of a regulation of first visit to general practitioners;offering or improving referral system,setting up and normalizing the referral circuit;developing public informative platform,promoting resource sharing and medical cooperation.
