党的基层组织是党执政的重要基础 ,十四届四中全会以来 ,农村基层党组织建设取得了显著成绩 ,但还存在不适应性的问题。在新的历史条件下 ,必须加强农村基层党组织的建设 。

The Party's primary organization is an important base of the ruling Party. Since the 4th Plenum of the 14th CPC Central Committee, the construction of rural primary organization of the Party has made remarkable achievement, but there still exists the problem of unadaptability. In the new historical period, we must strengthen rural primary organizations of the Party in order to adapt the development and changes of the new situation.
