深化改革和需求不足等原因造成我国城镇失业增加。德尔菲法研究结果显示 ,我国城镇真实失业率水平为 7% ,已达到警戒线 ,且近年会有较小幅度的增加。建议政府设立专职机构 。

The promotion of reforming and an insufficient labor demand have produced the rising unemployment in some urban areas. Delphi's findings show that the unemployment rate in the Chinese urban areas have reached to 7 percent on the risk line. It still likes to arise in the next several years. We recommend that the government set up a professional organization to supervise and coordinate the risk of unemployment.
