浅论我国的行政性垄断

行政性垄断不是市场经济运行的必然产物 ,与行政权力有一定的关系 ,与西方国家的经济垄断有区别。目前我国经济生活中的行政性垄断主要表现为行业垄断和地区垄断两方面 ,它们的存在给我国经济生活带来的消极影响是显而易见的。行业垄断使全国的消费者毫无权利可言 ;地区壁垒使全国统一的市场被人为地分割成一个个狭小的地方市场 ,使生产者和经营者的利益受到很大的损失。面对具有危害性的行政性垄断 ,我国目前的立法还十分落后 ,没有形成一个完善的法律体系 ,所以制定专门性的反垄断法是一项十分重要的工作。

Administrative monopolism isn't the inevitable outcome of the market economy and it has a certain relation with administrative power.It is different from the economic monopolism in the western countries.At present,administrative monopolism expressed itself mainly in two respects in our economic life.That's trade monopolism and region barrier.It is obvious that this will bring negative effect to our country's economy.Trade monopolism makes the consumers all over the country without any rights.The united market all over the country has been divided into some smaller regional markets.The losses of producers and businessmen would be very great.Facing harmfulness of administrative monopolism,the legislation is very backward and incomplete in our country.Hence,making special anti monopolism law is an important work.
