On Government's Roles in Venture Capital Management

国外发展风险投资的经验说明 ,风险投资本质上说是一种市场行为 ,但风险投资的发展离不开政府的大力扶持。当前 ,我国的风险投资仍处于起步摸索阶段 ,在政策、法律、资本市场、人才等方面缺乏对风险投资的有效支持。借鉴国外经验 ,在我国发展风险投资过程中 ,政府应扮演重要角色 ,成为制度的提供者。

The management of venture capital has much to do with market development as shown in foreign countries. But it also depends on government support for smooth operation. At present the development of venture capital needs more government support in China as it lacks legistration, fund, and competent staff. The paper proposes that government should act as catalyst and play more important roles in setting up the laws and guidelines for better management and investmentof venture capital.
