It is one of the most spectacular events in the field of international relations in the 20th century after realization of normalization of the relations between China and Japan in 1972. Premier Zhou pointed out a principle of 'Nongovern mental trade should go ahead of promoting official relations between China and Japan ' from the point of nongovermental trade to promote the establishment of official relations between the two countries. With the change of world trends and political situation of Japan he seized the history opportunity and took a series of wise mcasures to promote the course of norrnalization of the relations between the two countries.
