Distinction Between Public and Private Interests--the first important Point of Social Justice

当前,实现社会正义首先是要实现公私划界。实现公私划界,第一,要明确公私之分,确定科学的个人观念和集体观念,改变群己不分、公私混淆的局面;第二,要规范公私交换,保证交换主体的正当性、交换内容的合理性、交换比例的相应性和交换程序的合法性;第三,要严禁公私相侵,通过体制、法制和道德三种途径来禁止和纠正公私相侵的现象。

At present, the distinction of public and private interests should precede the realization of social justice. In order to realize the distinction of public and private interests, we should do the following three things. Firstly, we should be clear about the distinction of public and private interests and set scientific individual and collective idea. The condition of confusing public and private interests should be changed. Secondly, we should regulate the exchange between public and private interests. We should guarantee the rightness of subject of exchange, the reasonableness of exchange content, the accordance of exchange percentage and the legality of exchange procedure. Finally, we should prohibit and check the appropriateness of public interests by using the system, legal and moral methods.
