土地荒漠化、经营效益低下是新疆生态环境保护、农业发展中存在的突出矛盾。正确认识新疆生态环境脆弱性与多样性的两重性 ,善于扬长避短 ,发挥环境区域优势。改善人为经营调控水的供应 ,遏制荒漠化 ,发展绿洲化是生态经济建设的根本依托。关键对策是遵循以生态为根本 ,产业为关键 ,效益为目标的生态经济观。把水草林生态功能放在首位 ,统筹水草林生态三要素功能调控 ,根据生态置换理论 ,实施草地生态置换工程 。

Land deserting and low management benefit are the principal contradiction in protecting ecological environment and agricultural development in Xinjiang. So it is necessary to have a correct understanding for fragility of ecological environment and dual nature of diversified ecological environment in Xinjiang, to be good at adopting somebody's good points and avoiding his shortcomings, to develop superiority of environmental regions and to improve supply of adjusted and controlled water of artificial management, to keep land deserting within limits. The development of oasising is the basic support of ecological economic construction. The key countermeasure is the ecological economic view that regards ecology as basic principle, grassland industry as the key, the benefit as the objective. The ecological function of water, grass and forest is put in the first place to make the function of water, grass and forest to be adjusted and controlled for ecological environment. On the basis of ecological replacement theory, the replacement engineering of grassland ecology should be carried out and strengthen protection and construction of ecology.
