Elementary Understanding and Practice on Development and Use of Water Resources in Xingiang

通过对新疆水资源特点及开发利用中存在问题的分析 ,提出了解决主要水问题的基本观点和认识 ,阐述了生态保障可利用水量的概念 。

In this article the elementary poit of view and understanding for solving water problems were put forward according to analysis of the characteristic of water resources and the problems existing in its development and utilization. And the concept of Ecology can maintain available water volume was expounded and also was advised general thinking and arrangement of basic facilities of Xinjiang water conservancy construction in the overal development in the west of China in the new period.
