开都河—孔雀河灌区社会经济可持续发展对策

Study on Sustanable Development of Social Economy in Kaidu River-Kongque River Irrigation Area

通过加强对开都河—孔雀河灌区水利管理 ,使灌区实现了社会经济和生态环境的协调发展的经验介绍 ,提出还应采取深化水管单位管理体制、运行机制的整体改革 ,促进水管事业的可持续发展 ;加快水利工程建设 ;改革水价格机制 ;加大投入力度与节水力度 ;调整农业种植结构 ,提高农业灌溉效率 ;偿试水资源使用权有偿转让 ;进行人事分配制度改革等措施 ,促进灌区社会经济可持续发展 ,实现水资源优化配置及高效利用 。

The effective water management in irrigation area of Kaidu River and Kongque River has made social economy and ecological environment coordinate development. The article suggested that it is still necessary to further strengthen the whole reform of management system of water management unit and moving mechanism, to promote sustanable development of water management industry, to quicken construction of water engineering, to reform mechanism of water rate, to strengthen investing heavily in water conservancy and saving on water, to adjust the structure of agricultural planting, to improve efficiency of agricultural irrigation, to try to transfer paid right of use of water resources; to reform distribution system of transfer of personnel in order to promote sustainable development of social economy in irrigation area, to realize reasonable disposition and efficient utilization of water resources, to make ecological system in irrigation area of Kaidu River Kongque River and Tarim River lower reaches improved step by step.
