阐述森林生态的资源功能、产品,提出生态公益林补偿理由,反对谁受益、谁补偿,支持国家补偿和谁污染、谁治理,生态公益林补偿应与我国经济发展状况相适应,并考虑地区间差异。必须建立公益林补偿机制制度。

It describes the functions of forest ecological resources and products. It puts forward the reasons of ecological public welfare forest compensation, and objects to 'who can be benefited, who should compensate'. It also supports national compensation and 'who pollutes, who manages'. Because it thinks ecological public welfare forests should be suited for our national economical development, and also considers the differences from area to area. Thereforce, It is necessary to establish a compensatory system of public welfare forests. 
