摘要
随着经济的发展 ,我国区域经济差距进一步拉大 ,既有体制和政策原因 ,又有各个地区自身因素。要解决这一问题 ,需要大力发展区域市场。首先要扫除体制障碍 ;其次要明确中央和地方的权利和义务 ,要真正做到政企分开 ,消除地方保护主义 ,实现区域开放 ;最后 ,要充分发挥企业的主动性 。
With the economic development, the disparity of regional economy of our country is widened further. This is due to the system of the policy and each regional own factors Develop the regional markets energetically can settle this question. First of all must clear away the system obstacle. Secondly, need to differentiate the right and obligations between central authorities and localities and really separate government function from enterprise management and dispel local protecctionism to realize region opening. At last, need to give full play to the initiatives of enterprise and raise the enterprise core competitiveness.
