国有商业银行体制问题及其改革的思考

中国四大国有商业银行的体制已不适应市场经济发展的要求 ,问题主要表现为 :产权主体单一 ;行政化管理 ;一级法人制度等。核心问题就在于单一国有的产权制度。唯一的出路是实行股份制改革。具体设想是将国有商业银行改造成集团公司 ,形成多级法人、逐级控股的经营体系。鉴于中国商业银行规模结构不合理 ,大型银行机构过多 ,小型银行缺乏 ,已制约了中小企业的发展 ,改革应将国有大型银行拟退出市场的机构改造为地方小型银行 。
