从潇河灌区面临的困境看今后的发展出路

Seeing Development Way out of Xiaohe Irrigation District from View of Its Diffiuclt Position

潇河流域水资源短缺 ,影响着潇河灌区的生存和发展。为了改变这一艰难现状 ,要建立潇河流域机构 ,统一规划治理 ,修建水库 ,改造灌区内部管理机制。这样 ,既保证了潇河灌区的存在和发展 。

The difficult position with which the Xiaohe irrigation district faced is introduced,and what caused it is analysed,finally,the suggestion including setting up an administrative bureau of Xiaohe Watershed to unify the plan and control of the water resources,building the new reservoir and reforming the internal management mechanism is given in this paper.
