高校体育发展的理论研究——创建一流大学体育办学模式的设计

Research on Principles of Physical Education Development in Colleges and Universities──Design of Model for Running a First-class University of Physical Education

根据《中国教育改革和发展纲要》和《面向 2 1世纪教育振兴行动计划》的精神和要求 ,提出了在建设一流大学的同时 ,创建一流大学体育的目标 ,详细论述了创建一流大学体育的理论和实践依据 ;分析其必要性和可行性 ;研制了一流大学体育的办学模式。研究认为 ,中国是一个发展中国家 ,应把有限的资金 ,重点建设好若干所一流大学体育 ,以利取得经验 ,树立典范 ,辐射全国。并建议建设一流大学体育应采取选点要少 ,办学条件好的原则 ,借鉴我国开辟经济特区的成功经验 ,创办一流大学“体育特区”等做法 ,优化资源配置 ,为创建一流大学体育提供多方面条件。

According to the main points and essentials of the Brief for Education Reform and Development in China and the Program for Rejuvenating Education Facing the 21 Century, the aim at establishing the top-grade physical education was put forward with the construction of a first-class university. And the theoretical and practical gist for setting up a first-class university of physical education was described in detail as well. The necessity and feasibility of the construction were analyzed and the model for running a first-class university of physical education was designed. It was considered that China is a developing country, the limited fund for physical education and sport should be put on the construction of several top-grade PE colleges and universities so as to sum up experiences and set an example for the whole China. Furthermore, it was suggested that the principles for the construction are that the selected samples should be less and the conditions for running a school should be good. The successful experiences of developing the special economical areas should be used for reference to set up the top-grade university 'physical education special area' so that the configure resources could be optimized to provide conditions for the construction of a first-class university of physical education.
